On October 20, 2005, in Toronto, Senior Researcher, Clarence Lochhead, made a presentation at the 10th Annual Conference of the International Metropolis Project. The presentation highlighted findings from CLBC’s five roundtable discussions held with local stakeholders about the immigration trends, facts, and issues characterizing smaller second-tier cities.
